About thirty years ago it was the custom of certain shipbuild ere in the United Kingdom tom accept ordere for the construction

of cargo steamers from all sorta: and conditions of people on the payment of $500 in cash and the balance over a number of years. Thie, Fairplay states, continued: for twenty years, when heavy: losses by shipbuilders and bank- ers put a stop to the system, with the result that a very much larger amount has now to be paid in cash than in the old days. Japanese cargo-boat owners have hitherto confined their tention to purchasing second-:: hand steamers in Europe at chesp rates, and have been able to make very large profits owing to low working expenses and the
