The outstanding feature of lo day's war paws is the announce- ment that Russia has despatched |an ultimatum to Bolgaria giving the government 24 hours in which to dismies the Taroo-German offi. cers. I will be remembered that Sir Edward Grey on the lat inst. authorised the statement that news had been trosired that Aus tro-German cloere for several days had been arriving in Bulgar- in with a view of actively direct ing the Bulgarian army. Such an announcement wai fhdicative of the course evante 3were pro grossing in the Bulgarian Siste Icwards the Allies. There were but faint hopes held out that Bal- garis would espouse the cause of the Allies for Serbis and Greece were cot 100 ready to concede the demands of King Ferdinand and his political advisors, tussis has now thrown & bomb into the poli tioil areas, which will compet Bulgaria to "show her hand "at a much earlier stage than was an- ticipated. "

After the War.

It is a question of balancing the benefits with the evils, and it is difficult to see what benefits will accrue from the presens wor which will overbalazos the very | real evils which are patent to us all, Mr. Wells' view of the bens- fite to arise from the war is eigo- ificant in one direction. Although one can hardly pick cat a direct statement from his remarks which would prove the case, the reader cannot fail to form the conclusion that Mr. Wella sees among the | benefits to be enjoyed by Britsin as a result of the war, a closer approximation to the German model in social and political organisation. This means that, having undertaken the war to overthrow an organisation which she regards as inimical to the civilisation of the world, Britain is to berself oopy the organisation. Perhaps Mr. Wells would say that it ie not the organisation itself which is at fault, but the spirit in which it is used; but the organisation owes its existence to the combined mental activities of the German people, and it is the organisation which has made the preeext war possible. To copy the organisation is to erpy the | spirit. It is possible that Britain will emerge from the war with her views strongly modified by those of the enemy she has been fighting, but this would be Ger- many's revenge, not Britain's gain.

The Ultimatum to Bulgaria.

Apparently, however, her (Bul- garia's) antipathy towarde Serbia ia ineradicable and her greed in- satiable for despite substantial offers of territory from the Entente Powers, Bulgarin, Oliver Twist- |like, continues to ask för more: From the substantial offera men- tioned she has apparently been Jared away by offers from the Turks and Germana of what have been described as of an "ez- traordinary kind." Their precise character has not been revealed, bat that they are well-described in the above phrase is very probable. Both Germany and Tarkay no doubt have been lavish in offers which even they must know there is a very remote prò- bability of them ever being abla to carry into effect. The mystery is how Bulgaria can be so blind to allow herself to be so easily duped, and the only feasible ex- planation is that she has allowed her rapacity to blind her judg ment or that her hatred of Berbis is so deep that she finds is the impersible to withstand opportunity presented to Lit out at the adversary that stood in ber path and took up arme against her when she made such preposterous claims at the olose of the last Balkans' conflict, Doubtless, Bulgaria imagines that Abe will find Berbia much weak- ened at the present time,
