Over Sea Britons and the War.

At the present time, we believe, the only contribution which British residents in the Treaty port of Chins make to the imperial funde is the annual registration Le of two dollara demanded from each |British subject. Is there not in this registration fes-which may be described as a poll tax-the germ of a system of taxation for imperial defence? It could easily be ircreated for this special purpose. Any other. com- pulsory system of taxations in the Treaty ports may not be very practicable, but given the wish on the part of

British residents in China to fal fil the patriotic duty of coming into line with Hongkong in the mitter of making a contribution to imperial defence, it ought not to be impossible for a Patriotic Com- mittee to evolve some equitable" system for the taxation of British companies and firms. A system. of voluntary taxation could only by maintained, however, while patriotism is at fever heat, but it is while the war is in progress that the money is needed most the post bellum obligatione we Cunt upon being met largely out of the indemnities which our eremies will be required to pay for plunging the nations into this ghastly struggle.
