ITALY'S GROUNDS FOR DECLARING WAR. -

* August 22, 3.30 p.m. The importance of Italy'a break with the Turks is measured by its probable influence on the Balkan situation. It is believed that it will greatly strengthen the Allies' negotiations and will help the difficult task in the Dardanelles.

Italy's grounds for declaring war are:Firstly, the support the Turks have given in the revolt against the Italians in Lybia, and, secondly, the prevention of the departure of Italiane resident in Turkey, Smyrna and elsewhere. The news has created a very deep impression in Berlin, a telegram to Amsterdam asserting that it is feared in Germany that the entry of Italy in the Near East will seal the fate of the Dardanelles.
