increase prodeation and further the export trade. For this purpose the Government had sent commissioners to investigate the passibilities of trade in America, the South Seas, and on the Asiatic rainland, and bad sppointed a committee to inquire into the prospects of the chemic alindustry. The Government had also supported the formation of the Society for the Encouragement of Home Industries, and had taken measures to promote the habit of using home made goods among the people. But the extension of trade could not be effected entire- ly by Government encourage ment: it needed the co-operation of Government and people, and the object of this gathering was to promote measurce which would tura the war to good account. In carrying out these measures much lay in the bende of the Chambers of Commerce, and the Minister hoped that these bodies would lay their views before the Govern ment quite frankly. Mr. Oka, Director of the Commercial and Industrial Bureau, said that the following were the principal ques ticas to which the meeting a asked to pay particular attention:

1. How to extend trade over

беда.

2. How to develop industry. 3. How to turn the new Sinc- Japanese treaties to account.

4. How to inerca e the useful. ness of Chambers of Commerce,
