A Warning to Seamen. The Imperial Merchant Service Guild has received from the Board of Trade an official notion through which the Board intend to call the attention of Seamen to the consequences attending the neglect of duty and disobedienes of orders. The notice applies to all seamen but caution is especial- |ly directed to those serving on Transports, or other vessels obar tered by the Admiralty, to the penalties to which they are liable ander 'Seotlou 225 of the Mer chant Shipping Act 1894, for the. offences above mentioned and for other breaches of discipline. The following oases are quoted as examples: At the Guildhall, Southampton, on January 21st, 1915, seven firemen belonging to aTransport were convicted of unlawfully combining to neglect daty and to impede the navigation of the ship and the progress of the voyage, and were sentenced to imprisonment for twelve weeks with hard labour.

The Pontoporos.Case. The appeal by the Government against the decision of the Bing spora Prize Court in the case of the Greek steamer Fontoporoa bas, we learn, been dropped. The Pontoporos was on voyage from Calcatta to Karachi, under charter to a British firm in the former port, with a cargo of about five thousand tone of coal for the Indian Government, In the Bay of Bengal she was seized by the Emden and was u-ed by her as a caling ship until she was captured off the coast of Sumatra. On the sume occasion the Markomania was Bank. The local authorities applied to the Prize Court for her condemnation as a lawful prize of war, she having been at the time of her captare, by H.M,8, Yarmouth, ia German servico,

The Court decided against the

Government who lodged "a0 appeal with the Privy Council. The abandonment of that appeal would seem to be at the instance" of the Home, Government. It is probable that the vessel will

go into dry dock to-morrow to ba overhauled and scraped, and ouça certain court formalities are oɔm*. plied with she will be at liberty to leave Singapore. What re mained of her cargo of coal, when she was captured was sold several months ago and presumably the proceeds of that will be remitted to the Indian Government. Straits Times.

Foreign-bullt Vessels and U. S. Registry.

In the statement of official numbers and signal lettera award- ed to merchant vessels by the U 9. Bureau of Navigation during the week ended 3rd April, just received from Washington, there appears the names of twenty-eight craft of all descriptions, not s single one of which is over 300 tona net register, sad thirteen of which are credited to this Coast. The most noticeable incident in this congestion, however, is the fact that not a foreign-büllt vessel of any description was given U. 9. registry under the Aot of 18th Angust, 1914, which is undoubtedly due to the fact that shipowners have come to the con- clusion that U. S. registry for their vessels, instead of boing a benefit, is actually a penalty, bringing with it, as it does, vastly increased expense of operation, to ray nothing of numerous and. nearly all of them onerous-rules and restrictions of all kinds, in addition to which we now have. the so-called Soamen's Act, that, according to shipowners, will only serve the purpose of making it more difficult, if not actually impossible, to operate venaela under the Stars and Stripes.— Exchange.
