THE STRAITS REGISTRATION BILL
will be pretty much what it row is in Hongkong-with the difference that what is voluntary here becomes compulsory at the Straits when the Bill is made law. All the mer of British bleo, under the age of five-and-fifty, must serve in the Volunteers, Volunteer Reserve or Civil Guard (the latter corresponding to our Special Police Reserve.) It will be noticed, too, that no time must be lost in registering, this having to be done upon arrival in the Colony. The measure is surely one which all right-thinking Britishers will applaud-if they can once rid their minds of notions about the thin end of the wedg., of conécription.

We have to look at the thing in a common-sense light. In Colonies like the Straite or Hongkong the European element is but tiny in comparison with the native population. Britsin is renowned for fair and just government, and her handling of millions of natives, of all races and religions, is the admiration of the rest of the world. But were our officials angels there would still be the risk of occasional outburate of discontent, which, if the rein were not. held with sufficient firmness, might blossom into something serious. Many of the native subjects of the Empire are bat children as far as judgment, self-help and ability to see the reasons for a new messute are concerned. Was it the fault of the British Gov. eroment that thousands of Asiatics (following, by the way, the example of other thousands of enlightened persons at Home) resisted vaccination ordinances that had been passed for their good? Is it Vault of the British Government in Hongkong if nothing, short of fines or imprisonment, will persuade many of the Chinese here to conform to the simplest lawe in regard to health? These instances are quoted at random, but they will serve to illustrate the general statement that, however good and careful the system of government, discontent is always liable to arise among an ignorant or supereby them as a very great privilege. before Mr. Wood as the Police of appreciation, and good will from However unworthy Chang Ha The Shunpão calls all officials tions populace. If, then, matters were normal, if the great war bad never broken out, there was still the need for having, at the back of the regular soldiers and police whose duty it is to maintain order in each places as Hongkong or Singapore, asme reserve force that could be relied upon, at need, to bear a share either in keeping ont intrudere or in preserving due order among those already living in the Colony,
From the very fast that the movement is a patriotic one it should appeal strongly to our British readers. The war has taken from colonies like oare many of the regular troops whose province it would. be, nader ordinary, circumstances, to guard it. To be called upon by the Government to assist, if necessary, in filling the gaps left by these men, should surely be regarded by civiliana as an honour. To those who know both Colonies it may seem a little strange, at first sight, that compulsion should be exercised or required-in Singa- pore rather than in Hongkong. The men of the Straits are usually of a more robust type then those of this Colony, for hundreds of the youths who come to Hongkong would either never risk life in Singa. pore, or else would find that there was no opening for them there, If there be any explanation of the compulsion other than such as the man in the street is not allowed to know-it is that governmental stringe, in relation bath to native and to Britisher, have always been held more tightly in the South than here; and thus an order that might arouse all manner of weeping and wailing in Hongkong 1a received de a najpral thing at the Straite. The question that concerns us, however, is not that but; If compaltion be necessary in Singapore, what about Hongkong? Has every able-bodied men here enrolled himself in the Volunteers or either of the Reserves ? And is every man who is already enrolled quite as keen on the work which he has offered to do as he might be?
