Shanghal Stock Exchange. Whatever may be the effect of the drastio measure proposed by the Shanghai Sicck, Exchange in relation to the subject of forward contracte, as fully reported in yesterday's issue, there is no denying that nu hobest attempt is being made by these who con [trol, dealings in shares in the Dorthern & talement to place busi- neas on a sound and workable footing. The disgrtesful smashin 1010, resulting from the rubber boom end the practices then indol- ged in by both brokers and their clients, is still within the memory. of speculators and investors throughout the Fr East and there are many who are even now paying heavily for their folly. during that exciting period. It is some what surprising therefore to find one gentleman at the Stock Exchange meeling who, while confessing to be "one of the strongest supporters of doing away with gambling," opposed the proposed change on apparent- ly no other ground than that it did not exist in any other stock exchange or any body of a similar kind in any other part of the world."

Disaffection in Germ ny. Among the latest means of stimulating public enthusiasm for the war we notice an effort to represent the anti-German riote which occurred in the dock districts of London and Liverpool when news of the Lusitanis infamy was published, as evidence that the course of the war hed produced demoralization, and “suppressed revolution" in England. To

any person having knowledge of the facts, the suggestion is ludi- erous, and it is very much to be questioned whether any person in the Government Bureau which inspired the publication of such a travesty is honestly ander anch an illusion. We are con- vinced that Germany will have long to wait for any real signs of demoralisation or suppressed revolution in England. We hear of no Peace meetings being held in the United Kingdom, or of any disaffection such as seems to be rampant in Germany. Quite the last thing that Germany cup hope for is that the end of the war may come by revolution in Eng- land. The nation and the whole Empire standa absolutely united and firm in its determination ty prosecute the war, ct whatever cost, to a triumphant end.

Ohina Mail,

Labour Exchange Work in England.

In co-operation with the Home Office the Bureau is now, consider.. ing what may be done to make it possible for employers to release eligible men who are not urgent- ly needed at home. It is probable that the more general employ ment of women will be urged, and it is not anticipated that such a course would give rise to any real difficulty. The chief trouble appears to be agricultural work. It is not here a question of releasing men, but of finding workers to take the place of men who have already enlisted. So far comparatively few women bave shown any wish to do farm work.

We have, in fact, in this ex cellent Labour Exchange Bareau a typical instance of the effective- ness of British organisation when the exigencies demand such an institution. The British are often referred to as a nation that in many things merely "muddle, through" Superficial observers. would do well to note that there is no little method in this appar ent muddling.
