The Seamen's Unions have scored a victory, probably at the expense of their country's fig. They may reapa barvest in the way of collecting dollars to-day but they sacrifice at a critical period in the history of the country and of the world the great at opportunity ever offered for the extension and development of the American mercantile marine. It is fortunate. that patriotism does not appeal in a timilar manner in every country.

Men and Munitions of War. If apathy exists anywhere in she British Empire" it is apathy bora of ignorance of the country's needs. Lord Rosebery in a public speech re- cently in which he declared that he saw no signs of apathy, asked: "What batio in history has éver raised over two million men”. in a few months by voluntary service and is willing to spend over two millions a day as long as they have two millone to spend, in order to fortify their armaments in the field? Let these who feel the apathy stand forth." There is now no apathy in fact. The Govern ment has only to explain its need of men either for the trenches or the factories and it will find that not only in the United Kingdom but in every British Colony throughout the world the people are capable of rising to even greater heights of patriotic fervour than we have already seen. As the war drags on we hear less and leas of the need for oónserîption in Great Britain the volunt iry system of service has proved equal to the occasion up to date, and we seem far yet from ex boasting its possibilities.
