Londen May 7.-The Bank rate remains unchanged at 5 per cent. (3 per cent. a year ago). The Open market ate for short loans is 2 per cent.. and discount of four months', Bank bills 3 per cent, There is to be an issue in London of 20,000,000 sterling in Russian Treasury bonds, anthority for which "on foreign markets" has been given by Imperial Ukt z. This issue is directly connected with an arrangement arrived at between the Russian snd the British Governments for the release from "cold storage" at the Bank of England of the billa of exchange drawn by Russian Arma on the London accept ng houses before the war.

A cn- siderable amount of Russian trade bille was included among the 50 millions or so accepted in London when war broke cut, the discount, ing of which by the Fask of England an arranged by the Government as one of the emer gency measures during the mora- forint. The high rate of the Russian exchange has hitherto prevented remittances from being made to London except at a ruinone lose, but the Russian Government has now stepped in. It will take the payments from Russian merchants in roubles, and will provide, the fonds required in London in sterling by these issues of Treasury bonds,
