New Rules for Panama Canal Tolls.
The following official" circular is issued, dated March 19, 1915.
(1) In accordance with a recent decision of the attorney general of the United States, no Panama canal tolls may be demanded or collected which aggregate more than $1.25 per ton or be less than 75 cents per ten, upon the net registered tonnage as measured under the statates of the United States, upon any vessel of com- merce or other, vessel such sá army and pavy transports, colliers, hospital ships and supply ships, which may be classified for the payment of tolls upon the same basis of measurement as com mercial vessels,
(2) The tolls, however, for the above mentioned vessels, when carrying oargo or passengers, saall still be reckoned upon their net tonnage da obtained by the Panoma canal "rules of meat- urement, including deck loads, at $120 per net ton; provided that if the sum obtained by mul- tiplying the net tonnage thus ob- tained by the canal rules of measurement by $120 exceeds the sum obtained by multiplying the not registered tonnage, as obtained by the United States statutes, by $1.25, the excess io uncollectible.

(5) From the foregoing it will be seen that, before the proper tolls can be levied, it will be necessary for the admeasurers at the canal to know roth (a) the net registered tonnage, or the equivalent thereof, of every vessel using it, domestic and foreign, in
statutes for estimating net regis tered tonnage, and (b) the Pana me canal net tonnage, as shown on her Panama canal certificate of measurement. The offioiel papera carried by a United States commercial vessel, in the form of her register or enrollment, will give (a) her net ragiatered tonnage, and in her case no further steps will be necessary; but every for eign vessel, and every domestic vessel such as transports, colliers, supply and hospital ships, should oblain (a) a certificate from any official who may be authorized to issue it, specifying her net ton nage in accordance with the United States statutes; otherwien, she will of necessity be delayed in canal waters pending remen- surement for this purpose.
