The War Department made |public on April 5 the complete text of the order of Governor Goethals of the Canal Zone, re lating to the rules for toll obargen on vessels using the Panama canal. The new rules limit the amount collectible on the basis of net United States registry. The text of Governor Goethals? order is se follows:
