In a public. statement Captain Dollar stated that the effect of the La Follette Seamen's Bill was to make a present of the Pacific trade to Japan. So far as he was concern- ed, he declared, bis steamers would again be placed under the British flag-Kobe Herald.

In the Kobe Diatrist Court, judgment was given recently by Judge Kimura on the case in which Mesara. Jardine, Matheson and Co., Yokobama, Mesara. Cameron and Co., Kobe, and a number of other Kobe and Yokohama merchants, both | Foreigu and Japanese, asked for confirmation in open Coart of the provisional disposition of gooda shipped on board the s.s. Kenkon Maru No. 8, owned by the Jani Comei Kaisha, Dairen, as pre- viously reported. The shipowners had discharged her cargo: at. Yokohama on account of the non- payment of the charter money by her charterers, the American Trading Exchange, Shanghai, and handed over the goods to the Yokohama Dock Co. for custody. In a recent repart on the heal- th situation in Hongkong the American Consul General of that fort says that there is little pro- bability that the precautiona against the transmission of plague which have been necessary for years in the handling of cargo st that gort, can be done away with. The regulations governing the treatment of oargo in Hongkong form a considerable burden upon the trade of the port, especially in goods destined for the United States. That they are necessary ap pears from the fact that the num- her of plague cases registered in Hongkong daring the past year was 2,148, of which 2,024 result- ed fatally, thus indicating a lar- ger number of actual cases. Only 408 cases were reported in 1913 as compared with 1,847 cases in 1902, Therise and fall of the num- ber of cases is, says the Consul- Geperal, peculiar. It is affected largely by the number of Chinese coming into Hongkong from ad jacent Chinese territory because of political disturbances and for other reasons, and then, too, it has year of

The greatest trouble from a com mercial standpoint has been in the disinfection and control of the lighters in Hongkong Har bour, which are necessary for the loading of goods. It is difficult to secure proper disinfection of these. lightera, though all goods likely to carry the disease'sre disinfected before being offered for shipment! and all vessels carrying them are given thorough disinfection at least once every six months. The storage of goods of a character to carry the disease is especially looked after. All these precautione, however, represent expense, which, of course, sooner or later is paid by the American or other foreign consumer.
