An official in the Communica- tions Department is still staying here to compose the differences between the shipping companies and shippers regarding the sup ply of hold space. An officer of the Kobe Chamber of Commerce is reported by the Japan Times as saying that the settlement of the trouble is not so difficult as it was supposed to be. The question has been raised by ship- pors in Koha and Osaka who have been troubled by the steady accumulation of cargo bound for rope at ports on account of the shortage in tonnage available...
