Government Control of Factorles.

The London Gazetta of March 25 röstains the new roles under the amerded Defence of the Realm Acte.

These rules

give the Government extremely wide powers, of commandeering premises and plant, The Admir- alty and the Army Council may take possession of any unc coupled premises in order to bouse work- men employed on war material. They may demand particulars of the output of any factory or work- shop. They may lake possession of any factory or workshop, cr of any plant therein, without taking the building; and they may give ordera, to the occupiera and work. people of the factory or workshop BO laken. Further, they may order the work in soy factory or workshop to be done according to their directions. They may regulate or restrict the work carried on in a factory, and they may remove the plant in order lo increase the production of wer material elsewhere. After April 5 it will be unlawful to send letters abroad, or to receive them from abroad, otherwise then through the post; and the sending through say chapel of a letter written in invisible ink becomes an. cffence against the Act. The Gazette also containe raleer about the civilian's right to trial by jury, but these merely carry out the provisions of the Defense Acts.

Gula-Kalumpong Rubber

Estates.

The strong financial position of Gula-Kalumpong served it in good stead at the time of crisis in August last. Despite the Baspon- sion of credits and the general dislocation of trade saye The Financier the company was able to carry on es usual without a hitob. The delay in transporting the produce from the East and the subsequent wait at the docke is a source of considerable ent barrassment to such companies as have little cash in reserve. AL yesterday's meeting of this com- pany the chairman, Mr. Frederick Anderson, showed how costs of rubber

production at Gula- Kalumpong bave boon reduced by le Old per lb within the last four years. Although it is obvious that this item cannot be reduced at the same ratio indefinitely, s further scaling down is confidently anticipated. It is also noteworthy that, although the present com- pany has added to the cultivated area 1,500 acres of rubber and 1,700 acres of coconuts, at a cost of about £114,000, the dividende paid, averaging about 10 per cent, per sanam, have been solely earned by that section of the pro- perly planted by the vendor com- pany. That being so, a substap- tial increase in profits may be looked for when the new erens come into bearing.

Metals.

The March report of Sir S. W. Royee & Co., Ld., Manchester, states: A month ago pig iron was not having much inquiry, and values were just steady: there was a slight easing during the early days of this month, but this soon changed to a continued heavy advance, until values are now some 6/ per ton higher than

a month ago; there is some feel-

ing that this advance has been too rapid, and at present there is not much business. Shipments "from Middlesbro' are latterly not heavy, and there is some increase in stocks in publio stores. The market, however, remains very firm. Copper after easing early in the month has improved, and closee firm at an advance of 85] per ton. Straite tin advanced "airongly during the ŭrat fortnight, but has since quite collapsed; it is now (£12 per ton lower than a month ago, and is weak, Spelt- or continued its steady advance during the early part of this {But ham latterly receded. somewhat, and is irregular.
