Hongkong Shipping Hongkong has reason to b more than satisfied with the report of the Harbour Master on the trade and shipping of the colony for the past year. It is trae the returns are not so good as those of the previous year, but one may gather from the figures re vealed in the report that, but for the outbreak of war sad the sacrifices that had to be made in consequence, the year would have been a record one far outstripping in tonnage and number of vessels concerned the results of any previous year in the colony's history. War broke out early in August so that for a period of about five months out of the twelve under "16- view the ocean trade, which is such a large item in the returne,' Eoffered a heavy decrease, due to the withdrawal of British vessela for transport and other purposes and the practical extination of jenemy tonnage.
Dady Press.
Hongkong Shipping.
Sicce the war broke out no vessel has been able to enter or leave the harbour without report- ing, and the examination service sees to it that none evade the obligation, so that the Harbour Master is able to report that "of" the junke trading with Victoria Harbour, which means about 80 per cent. of those trading with the Colony, we are now able to account for all, which was vory obviously not the the case before
and we enppoee it may be ad- ded that it is hardly likely to be the case again after the war ende ond the examina- tion Bervice is discontinu- ed. It would be extremely
interesting to have comparative figures of the trade of the port, but as there is no Customs or other staff to compile them, the report of the Harbour Master in his capacity of Superintendent of Importa and Exports can only be accepted as a very rough guide to the movements of trade, Com mander Taylour puts the decrease in imports at 220,089 tons, or 4.6 per cent, and exports at 299,212, or 11 per cent. If these figures Bre approximately accurate, it will be agreed that the decrease has been remarkably small con- sidering the circumstances which prevailed in the last five months of the year.

character aimed against odr country.
Germany violated our neutrali ty with the most shamelesa cynicism. She is now trying to foist into history the absurd al- legation that our country had taken sides against her before the war had begun. The whole diplomatic history of Belgium
the he to cal givea umny. But it may be well to set forth the care with which our Government took pains to secure the observation of the alrictest neutrality on the eve of the outbreak of war, at the very moment when that neutrality was to be violated by one of the Powere which had formally guar- anteed it.
Germany has violated all the Laws of war. She no longer seeks to defend herself against this oharge; but seeing that there are certain laws of common humanity whose violation bringe down universal reprobation on their transgressor, she is now, baving recourse to oalamay.
