It is not improbable that the Hon. Mr. E. A. Howeit, O.M.G. in his admirable speech to his fellow-members of the Hongkong Chamber of Commerce on Mon- day evening, might have dealt with several other local questions, the expeditions handling of which by the local authorities would not st all be cut of place. However, se Chairman of the body whom he was addressing, Mr. Hewett confined himself to those ques tions that more properly came within the sphere of their influence or, at least, were those in which they in their corporate capacity were more faterested.
