The Meaning of "Bank."
More than once we have pre- tested in the interests of the public, the investor, and the ordinary bank, says the Economist, sgainst the use of the word
back" by persons who are cot carrying on a bona file baking bosiceas. A particularly flagrant and dangerous instance of this abuse was disclosed by a DAFO "tried in the High Court in London, recently. The case was an action for libel against the Financial World, brought by a Mr. Todd, The plaintiff, according to his counsel's opening statement. had been "hammered" on the S'ock Exchange, and then, alter carry- ing on various businesses in the Oily, was made bankrupt in 1905. His discharge was suspended for two
because, a . Mr.
Bristow, K.C. put it, his assets were not equal to 10 in the This is certainly true, since it transpired in oras, examination that's first and fiusi dividend of 2; 1. wa- paid. Fin- ally, in 1913, Bir. Tadd "ror) ceived the idea of starting a bank: for tradera who could only open accounts with small eams of maney-1.0, the John Bali Bank and he deposited "aecuri- ties to the extent of over £20,000 with a well-known bruk." Under cross examination, it appeared that Mr. Todd registered himself .18 & moneylender four days after
:
bis discharge, relinquished' that registration at midnight on June 30, and the following day carried on business as a bank. Oily a small part of the £20,000 belong- ed to Mr. To id, the rest being the property of, his wife and children. He denied being o moneylender; bathis" bank "lent
money at the rate of 28. par day per $100, on unsecured loans, which worke out at 30 per cent. per annum, and sometimes the "bank" charged 50 per cent. for discounting cheques. The jury found a verdict for the Financial World, and Mr. Justice Darling spoke sharply about the misuse of the term "bank," and the care- lessness of Parliament.
The
Legislature, he said, had very properly interfered with money. lenders in a great many ways, 'und now it ought to interfere again, and say that people "should noi be allowed" to call themselves banks without possessing such qualifications, as were understood to apply to joint-stock banks." At present the law permits anyone to call himself a "bank,"open an office, lend money, and money on deposit,

The "Cotton Trade.
Mid-American prices are mor ing up gradually, the latest New York quotation being 9.80 cents May and 10.40 centa October. The latest Liverpool quotation is 5.40d. May-June and 5 84d, April-May 1916, Cotton in Bom- bay is also firm, the recovery according to the latest reporte being as much as 80 per cent. more than the lowest recenti quotation. In sympathy with the general rise in values, local cotton prices have also moved up. Practically nothing is doing in all the yarn markete. Very little change is reported in the piece goods trade. At the auctions quantities were slightly reduced, and prices on the whole were on a higher level than last week.
Philippine Sugar. Growers ask for Government Aid.
Iloilo, April 6.-The assistance of the press is urged by local
to induce businessmen
the
governor general to take im- mediate steps for the relief of the sugar situation. Sagar valued at many millions of pesos is at stake. One hundred thousand picals are now on the haciendas of the auger district and all the store- houses aro crowded. It is useless to apply to the agricultural bank, and unless immediate relief in ex- tended enormous losses will sure- ly be entailed. Locally, only limited assistance can be given, Hesitation or "procrastination in extending aid to the sugar growers will mean a great loan to the country, The Iloilo board of trade is actively urging the government to help out in the situation.
