Representatives of railroads, manufacturers, shippers, forward- ing agents, steamship compauice, and various city Chambers of Commerce met on March 3 at the New York Custom House, at a hearing on the proposed ohanges for the reoaipt and delivery of in rates, rules, and regulatione, freight in New York harbour. New British Submarines

The British Admiralty has just commissioned a new type.c sub. marine, which is to ba koown 28. the "W" class. There are four of these vessele, and they have been designed and built at Armstrong's works since the war begao. The latest vessel to be sent to sea i W8, but WI would: appear to have been ja dolemis-- sion for some time, and it is not quite clear whether there are eight or four of the type afloat.
