It is interesting to note also that in the exchange of one tool into another three elements have to be considered, namely, the weight of the respective tacle, the fidsness or touch of the silver and conversion premium or "old custom." It would be useless to attempt to re-organise the cur Tency of China or to talk of establishing a gold standard while the root of the whole trouble is allowed to remain. Something is being attempted now in the direction of establishing a uniform standard currency throughout China and we presume it is hoped that the advantage of having a dollar coin which will be accepted through out the country will so commend itself to the publio that all other systems of ourangy will in
time cease to exist but we fear that with so conservative a people as: the Chinese, to say nothing of the inevitable opposition of the inter- eata which live on exchange, differences, the day is far off yet when the blessing of a uniforta coinsge will be enjoyed through- out the vast length and breadth of China.

The German Railways and the
A datoh officer, General van Vocrat tot Voorst, bas recently giren a survey of the development of the German railway system from a military point of view since the Franco-German War. Daring 1870-71 there were at the disposal of the German military authorities altogether seven railway lines in North Germany and three in South Germany, of which only one (the Berlin-Cologne line) had double lines. All the same it was found possible to convey sixteen army corps, with an aggregate of 450,000 men, to the frontier in the course of eleven days. Since then the military authorities have been engaged in developing the country's railway system from a strategier point of view, and with striking access, Germany now boasts twelve double tracked rail- ways between Osnabruck and Ulm. This means that every army corps garrisoned east of this district, together with the reserve? army corpaformed at mobilisation, has a double-line railway stite din
