could not have escaped. They would have had sufficient speed to catch her, and guns heary snough to make defiance suicidal. But a submarine even awath cannot- get up a speed of 18 knots; the torpedo, ber main armament, in extremely uncertain, and when detected in its course easily avoided; her subsidiary arme- ment, the machine gun, has slight range and no power of crippling a ship. Though it would be a mistake to conclude that the submarine can accom plish very little in the way of commerce destruction, the or perienos of the Laertes emphas ises her limitations. Incidentally it is worth noting that on this occasion there was no attempt to destroy without warning an unarmed merchantman.

KING'S BUILDINGS,

Difficulties of the U.S. Mercantile Marine.

Interesting figures produced

at the session of the National Trade Convention at St. Louis clearly show the reasons for the difficulty in re-establishing an American merchant marine. The difficulty, according to the stat istics, lies in the extreme differ ence between the building sad working cost of foreign and American vessels. The ocet of one steamer built in England in 1012, with deadweight capacity of 9,650 tons, was $331,721 G. A steamer of the same character, built in Philadephia in 1913, and baving a deadweight capacity of 9,250 tons, oost $680,371 G.
