The Dardanelles. The closing of the Dardanelles, immediately following the Rus eian barvest, and the insufficiency, of overland transportation result- ed in enormous accumulatione of grain in Black Sea ports while the drain upon American sup plies brought heavy speculation and famine prices. The early prospect of success in the oper ations now proceeding in the Bosphoras and the Dardanelles should put a period to fur ther speculating in a staple article of diet and should bring a feeling of relief to the many millions who ured bread. It is interesting to note that, for the first time, reference is made
to military operations at the Dar danelles. This can scarcely refer to the landing of small bodies of marines from the warships. Rather, we think, the reference is to the expeditionary forces from North Africa and elsewhere of which we have recently had intimation in unofficial telegrama from Athens. Their object will be to drive the Turke from the vicinity of the Straits, to occupy Constantinople and finally, to per- manently disband the last rem. nants of Otoman organization.

There is always a peculiar in- tereat in watching the develop- meat of a new administration or organization, and this is doubled when the young service is sub- jected to the test imposed by ex- ternal and onexpected difficulties. This has been notably so in the Oste of the Chinese Post Office, and its ermewhat belated Report for 1913 should give encourage- ment to those who are concerned for the progress of China. 1013 was not a happy year for China, nor one likely to offer much assistance to a budding en- ferprise-the. South was in a fer- ment, the Yangtze Valley was in satste of war, and the Mongolian trouble was at its height, yet the number of articles dealt with by the Chinese Post Office during the year showed the greatest increase over recorded in the history of the administration, the total reaching 830 millions, or an increase of about 25 per cent. over the preceding year. It is curious to compare this with the 424 millions carried annually ten years before; since its inaugura tion the returne of the Chinese. Post Offico have shown a steady increase every year, but it is car- tain that it has not yet reached the limit of its development.

Guarding London Against Enemy Avlators." Those who are familiar with be crowded districts of South and East London know that for many school children the street is the only playground. Further, in many places, as the mothers are engaged in factorywork, the home is often closed to the. youngsters until seven or eight o'clock in the evening.
Now, under the conditions of street- lighting at present in operation, the dangers of the street as a playground have" become sub- stantially increased. The added risk does not deter the children from their games, but their escapea must very frequently be by the skin of their teeth; and there are other than physical dangers in the darkness. From all this has arisen a grester pressure on the play-centres. It seems that ap- plications for admission to these centres have greatly increased and the mothers themselves bring their children and beg that they be taken in. - The work done by these centres is excellent. They contribute to the happiness and, just now particularly, to the safety. of children, whose lot at the best is not a very fortunate one. If the war in darkening London etreets directs the attention of those who can give help to these very desirable ends,
its influence will not have been wholly evil,
