Cotton Growing and the War:

It is very unfortunate, før both political and economic reason?, that the unusually large cation crops of the United States, Egypt, and India should have coincided with the industrial chaos in the manufacturing, and coLauming countries involved in the Edio- pean conflict. The United States' exporters are, of course, suffering

from the uncertainty of ocean traffic due to the British watch farroatraband, but, although thia) has been made a good deal of by the propagandists in their midst, the truth is that the demand for cotion and for all other products: not actually used in war ie inevit- ably affected by the absorption of so large anumber of male workeral into non-productive work. More- over, even had the war been averted, the United States, and indeed the whole civilined world; were already entering upon one of those cycles of trade depression which follow periods of unusua! activity. The necessitice of the moment and of the near faluro, on the other hand, have compelled a reduction in the cotton area of Egypt, and measuree bave had

to be undertaken for financing the fops both there and in India. The fall in prices will affect cotton cultivation throughout the Em- pire: but it is reassuring to find in the latest pamphlet of the British Cotton Growing Assceiation, writ- ten by Mr. J. A. Hutton, on "The Effect of the War on Cotton- Growing in New Fields," that although all the probabilities point to a reduction of acreage and of supplies next year, there is no reason to anticipate any- thing worse than a temporary got-book" to the work of the Asecciation. Meanwhile the ad. visable course. for the Association will be to pay the highest prices the market will allow, and endea. vour to obtain all possible con- cassions in steamer and railway freighte, in refereres to any system of bounties or any whole- sale purchase of the raw material by the Government. Fortunately, cotton is a crop which does, not deteriorate in keeping, if it is properly stored. Mr. Button concludes that “the main point * that overy concession obtained in the matter of freight or charges must go to the natives", so as to encourage them, as
