Japan for a very clore al-
improbable, for in certain polit- cal circles in Japan, this has been a cherished aspiration for years past; but, while the Chinese people remain as hostile to Japan's activities in China as they are to day, the Government at Peking ia not likely, we think, to welcome any definite proposal of the kind. The concession by Chins of the demands outlined above will Fcertainly be a long step towards a cloro alliance, but it does not necessarily follow that it will be at the same time inimical to the commercial intereëls of the other Powers in China. Bir Edward Grey tells us that His. Majesty's Government does not doubt that the Anglo-Japanese Treaty of 1005, preserving equal opportunities for the commerce and trade of all nations in Uhius, will be observed. This is a policy which none of the Foreign Powera can afford, to sacrifios, and it is inconceivable that Japan. in the negotiations she is con duoling with the Chinese Gor ernment is seeking to undermine. a policy which ebe has hitherto stoptly supported, and by which she has largely benefited in the past and might hope to beneft still more in the future.

Britain "Superior Position ID= the World's Shipbuilding, w Recently in this columu we quoted figures from Lloyd's Re port with regard to Great Britain's shipping for last year. Data is now to band as to the proportion of the world's output of merchant ships last year which was provid- ed from ** British, yardal The world's output is 1319 vessels, of 2,852,753, tone, which shows a decrease, as compared with the record output of 1913, of 431 vessels and of 480,120 tons, equal to 14 per cent, while on the figures for 1012 there is a redaction of 49,016 tone, equal to 1.7 per cent,; but the totala for each of the five years preceding 1912 were all considerably less than the outpat for the past year. The British total, sa recorded by Lloyd's, ia) 1,083,553 tons, including 658 vessels, 248,000 tons less than in the previous year, which marked a record. The rate of decrease ie 1:29 per cent, which is rather laas than that for the world; but it must be admitted that, oning to the war, Lloyd's have not been able to ensure the usual absolute acoursey of their figures for all foreign countries, Holland, Japan,
