At a time when nearly every charitable institution is sufering from decreased support and has to face a restriction of its sativi ties, it is refreshing t read that the Hongkong auxiliary of the British and Foreign Bible Scolely has found the past year a record one. This result, the Bor. Treasurer stated, was largely due to the generosity of Kowloon, and it would be interesting to dis cover why Kowloon should have been to active in its interest in the Society's work as to doservo special mention of this kind,

greatly different from that of the. city that it promotes a stronger spirit of generosity, and the prob able explanation is that in some way-probably by the active work of some member the work of the auxiliary has been kept more prominently in front of the public then has been the case in Victoris, Whatever the explanati,a may be, it is probable that the cfficers of the Society will sock it out in order that, if possible, the city may be brought into line with the suburb.

The economic objection seeme to have been by far the weightiest fan(or in the decision to withdraw the Bill. We find this aspect of the question very concisely stated in a Ban Francisco paper in these terms:-"The President's ship buying proposition contemplates the investment of $30,000,000 of the taxpayers' money in the

parTM chase of from fifteen to thirty second-hand ships, which the Secretary of the Treasury says that foreigners are just crazy to sell to us: If the ships are operat ed as the old rates, or anywhere near them, they will run at a long and drive the ships now engaged in carrying our commerce to other countries, where the demand is equally great. The ships cannot be operated under the American lig after peace is dcolored, and will have to be sold for whatever they will bring. And, even if the ships now engaged in the trade are not driven away, the addition to the fleet which can be made by $30,000,000 will afford no relief which justifies the out- lay:" Evidently business men in America regard the creation of an American mercantile msrine as a pious aspiration which can only be attained by Government apport in the form of heavy Government subsidies,vt
