Fob, 18, 1.20 p.m. Renter is informed that the Director-General of Police in Con- stantinopla has formally expressed regret for the Turkish insult to the Greek naval attache and has promised to iseus a communique to that effect. The incident is thus regarded as closed."
British Aircaft Unhårmed.
Feb. 17, 5.10 p.. A Paris communique states that, despite an intones cannonade, all the French and British aircraft which were engaged in attacking Ghistelles and Ostend have returned unharmed.

The Gazette isnod to night cogniate of twenty-seven pagea containing Fild-Marshal Sir John Fropol's recommendations for {distinguished service on the battlefield. The list includes all ranke of all arms; also naval transport man, raval airmen, the Tading Army and Queen Alexandra's Imperial Military Nurses. Altogether The General Officer Commanding in Hongkong has received there are about three thousand names. "the following telegram:-

Feb. 18. A small French neroplane very effectively bombarded a Ger- man aviation park at Chistelles, while a snail British squadron bombarded O.tend.

The French artillery obtained a very effective and accurate range near Billy against Gorman convoys and concentrations,
Near Lovros, in Lixembourg wood (about 11 kilometres north west of Rheims) we took numerous prisoners and one machine gun. Between Perthes and Beausejour, we carried about three kilometres of German trenches, taking several hundred prisoners, including five officers. During the night we repulsed ten counter-attacks,
Ia Argonne, we destroyed a blockhouse and also a hundred metres of trenches. German attacks delivered by three battalions against Four de Paris and Hill 203 were totally rapulsed. We took numerous prisoners and inflicted heavy losses or the enemy.
We carried a hundred metres of tronches at Malancourt wood, as well as several of the enemy's blockhouses in Lo Pretro wood.
Contrary to the German communiqués, not a single trench has been lost at Su tel form, where we took a minen-werfer,' machine guns and 20,000 rounda of ammunition.

In the House of Commons at question time, the Hon.'Nail Prisn- rosa announced that Great Britain had made strong representatione to the United States regarding the treatment of British rrisoners in Germany and calling attention to the provisions of the Hague Cor- vention on that point,

Feb. 17, 7.55 p.m. An official message from Paris states that the Gernin sahmar ine U 18 eank the French steamer Ville de Lille, betweed Cherbourg and Dunkirk, after allowing the crew to take to their" honte.
[The Ville de Lille was an iron screw voel of 997 tons built in 18/7, ab Antwerp, for the Cie. des Bateaux a Vapeur du Nord.]

A Patrograd communique states that fighting on the right bank of the Vistula contiones to practically the same regions and is very desperate in some scotore. There is no change on the left bank of the Vistula.

Sir Edward Grey's final reply to the American Note of Decem-prisoners in Germany. or 28 has been published. It elaborates the arguments advanced in the preliminary reply and emphasises the fact that the distinction between foodstuffs destined for a civilian, population and those for ared for es disppears when the distinction between the civil population and armed forces disappeare, as in the case of Germany. However, much is imported for civil use, it is by the military that it will be consurned if military exigencies require it, and especially so now that the German Government has assumed control of all "Euodetuffs.
The reply concludes: While Great Britain will endeavour to avoid injury to neutrals, Germany's intention to sink merchant men and cargoes, without verifying their nationality or character or providing for the enfely of the crews, makes it necessary for the Government to consider measures to protect its interests. It is it possible for one belligerent to depart from the rules and precedents of warfare and the other to remain bound thereby.

The German reply to the American Note declares that Great Britain's violations of naval international law, including her in human attempt to atarve the civilised Gorman people into submission and neutrale acquiescence in each violations, especially the antiaderad traffic" in arms by American firms to Germany's' enemies, bave forced.
