A Blue-book was issued giving the first report of the Committee Ira the Subdivision of Merobant" Ships (popularly styled the Balk Lead Oommittee), appointed by the Board of Trade in May, 1912. The report is confined to foreiga-: CODE Fassonger ste mahipe. The balkhead recommendations for

the most part are of a highly techuical char cter, being based on mathematical formulae. In a prefatory review of the Com

ittee's work, it is pointed out that even if methods of complete accuracy, could be employed the safety attained by the application of any given standard of subdivi-

ritical, and complete protection against the reaalts of all possible varietios of accidente Cia unattainable in practice. As to" experiments on the strength of water-tight bulkheads, besides various deop-tank rests, the Com. mittee find results of the utmost value from the tests made on a large c; fferdam, the ends of which formed a full-size bulkheads cof ferdam, being constructed with a grant of money obtained from the Board of Trade. various alterations in the method. of determining floodable lengths, permeability, &c. upon which it is also hoped an international agreement will be possible, the Committas considered the ques-": tion of fitting passenger steamers whan airtight deck and air com- pressora for use in expelling water from damaged compartiments, but do not recommend that owners should be compelled to get such an arrangement, useful though it may be in certain cases of damage. Concerning the position of the electric machinery, the Committee suggest that when it in placed below the balkhead deck an inde pendent source of power should be fitted on or above that deck, this auxiliary plant to be worked daily so as to be available for general use. In connection with safety sppliances, the Committes received certain representatives on sounding arrangemente, and con sider it highly important for the cafoty of those aboard that the m stor should have early and reliable information as to the admission of water into any of the comparimenta as the result of sn accident.
