A Philippine Sugar Bill. The Philippino Comusic spent the greater part a recent Festion in the discusion of the Sugar Central Bill, one of the mot important measures that; have been brought before the Legislature at this present period, of ressions. The bill originated in the Assembly, says the Cable newa, and in its origins form provided that the government should operate centrals as well as provide funda for their operation by private corper tions, there funds being in illo nature of loade at interest and with a' gharanice, in the form of a mortgage in the land and the rpparatus installed The Commission has amended the till eo ns to cut rut the clauso allowing the government to enter into the sugar, central business! and only slowing the lenne cl money for the "purpose. Co pra tione are to be formed consisting of owners of sugar lands in the different seger raising districts. During the Cesion; Commis. sioner Mapa raised the question! as to whether this would not be in contradiction in the provision ofdaw prohibiting the formation of corporations to control more than a certain portion of land, but it was decided that but law did not have any reference to this matter as the sugar central would 12 not contiol the land but a certain percentage of the crops raised on the lund. Thó bill provided-| also for the appropriation of P.50,000 to be used for the clerical work of administration of the corperations ibus formed to control the centrala, but on the motion of the Governor Genial this was reduced to P.25,000: The law provides that the cost of administration of a central shall, be charged to the corporation controling it and shall be refund- ed to the government. A great deal of this charge will be for the investigation of the titles to the lande concerned and tho value and amount of the cr. pa, and the feasibility of instituting the central,
