Bengal Chamber and Trade. It apper from the ataract of: proceedings of the Bengal Cham- ber of Commerce for October that the Committee have invited the East India Section of the London Chamber of Commerce to use their influence with Mr. Harcourt with the object of obtaining the early release of the cargoes and the despatch of the vessels to Calcutta As regards claimė by British and neutral subjects against enemy steamer lines, the Committee suggested that there difficulties
would be serious in the way of submitting and proving clains, if there were to be kept over until the termination of the war, and that it would simplify matters materially if seme sirargement oculd be in- troduced which would enable all olaims to be placed on record. The committee now urge that the Government should cximise! overy claim, and should give an ssurance that they will not part with their security-Le., the enemy steamer until every olaim has been finally dealt with, The Committee have recently been informed that the Bydney and Melbourne Chambers have replied expressing their regret that they are unable to accede to the re- quest of the Shippers' Association that an extension of time sbould be granted in respect of Septem ber shipment of gunnies to Australia. Apropós of the For- eigner. Ordinance III of 1914, she Committee have proposed to the Government that it might be ar ranged that there should be some form of general licence which would cover those companies which are incorporated in the United Kingdom, with branch offices here, and which have a certain number of foreign shareholders, but no foreign officials, In reply to the conten tion of the Narayanganj Chamber, supported by the Bengal Cham ber of Commerce, that to issue agriculture loans to ryots and others in certain districts of the Dassa Division, would be a mis- taken policy, the Government of Bengal defend the policy.
They explain that immediate measures are required, and that the amount to be distributed will be limited to Rs. 1,25,000, the maximum for family of five persone being limited to Rs. 15. The distribution. in this way of a restricted amount. would, in the opinion of the Gar- "ernment, have little or no effect on jute prices. And, in view of the precautions being adopted to con- fine the loans to persons who are really unable to sell their jute, the Government do not think that any apprehensions need be enter- tained on this account-Indian Daily News.
German Iron Industry. Particulara regarding the con- ditions of the iron industry in Germany given in the Frankfurter Zeitung show that the decline is heavy, in spite of the demand for war material. The pig-iron pro- duction of Germany and Luxem- burg for September was 580,087 metric tons, against 586,661 metric tone in August and 1,590,- 849 metric tons in September, 1913. The total production for the first nine months of this year was 12,018,940 metric tons, as compared with 14,455,888 metric tons for the corresponding period of 1913. A report by the Haw Iron Syndicate, Essen, stated, that deliveries from the werke during October showed a heavy decline, being only 40 per cont. of the normal allotments,"

Deo, 14. The Bank rate remains un- ohinged at 5 per cent. The open market rate for short loana is 1.3-6 to 2 per cent,, and discount of four months' Bank billa 3.1-16 to 3.1.8 per cent. The tone of the silver market has been fairly good, and bars are now quoted at. 23 1-168. per oz. In the rubber abere market the recent demand has made some further progress.
