Io a despatch from M. Jales Cambon, formerly French Am bassador in Berlin, reproduced in Yellow Book publisbed in Paris, details are given which show the long preparations made by the Kaiser for the present war.
The despatch, which is dated November 22, 1913, as3′s :—
