Up to the present, progress bas been retarded by the capitulations which, however necessary they may have been in the past as safeguards against Ottoman offcial tyranny, have long ceased to have any justification in Egypt. With their disappearance the path of the reformer would be. cleared of obstruotion. By plac ing all foreigners outside the scope of the native law, they bave resulted in a walter of conflicting jurisdictions. There are the Mixed Tribunals, set up by the Powers for hearing civil causes in which Europeans are concern- ed: Consular Courts, for the trial of Europeans charged with the commission of crimes; Native Courte, exercising civil and oriminal jurisdiction amongst Ottoman subjecte, according to a modified French code; and Ec clesiastical Courts, dealing with personal and domestic questions smongat Mohammedano. Side by side with this division of authority standa' the fact that no legislation affecting the foreign inhabitants-who, though relative ly amall in numbers, are commer cially most important can be enacted without the consent of sixteen different Powers.

An Urgent Appeal.

As far as we can judge, the British Ambulance Committee seem likely to be able to organise and give effect to an effort which; we feel sure, the British public will gladly make, now that the most urgent and immediate needs of uur own wounded are gener- Qualy and we believe-adequate- ly provided for. The instractions given to those who intend driving their own cars, or going with them sa attendants, are of special in terest, and we are glad to notice that the committee insist on all for whom they are responsible being inoculated against typhoid before starting. And if we cannot all send care, and if still fewer can accompany them, we can st least assist so good a movement by providing the sinens of war and subscribing the first sum of £50,000 required for running ex- penses. The idea of dividing the whole fleet into units of six, each unit under the control of a French Red Cross official, seems practical and sensible. We hope that many such units, all self supporting, will soon be on their way across the Channel, where, we feel sare, the French nation will heartily appreciate the gracions expression of encouragement given to the committee by Her Majesty the Queen, by Queen Alexandre, and by the Prince of Wales.
