Idle Tonnage. Sorprieo has been expressed in some quarters that out of a total of 2,400 ships of 5,400,000 tons grose owned by Germany, "only" about 250 of less than three- quartera of a million tons have been captured or detained by the Allies, the reat bsing either in home porte or, presumably, in neutral waters. Theoritics arguo that ten per cent. of Germany's merchant fleet is not enough to seize, and although in this coun try they will probably be held to be right the effect of the war on the idle ships is considerably more than the absence of any trading profit, which by cone is thought to constitute the main loas. Ships that are laid up have to pay certain port dues, which if act so heavy as when trading nevertheless moant up in tho course of time. These charges vary in different ports, but if one assumes for the purposes of illustration that they amount with inoidental charges to 6d. per ton per week this will serve to in- dicate the cost to German hipowners, even if the figure is an arbitrary one. These duea are usually payable on the net tonnage, which may roughly be taken as 60 per cent, of the
gross, and on this basis the Nov. shipowners will have to find Deo, samething like £75,000 a week. Doc. Now if one brings the subject Jan.nearer home and applies it to the.
