Had she been sincere. in her desire to maintain, the peace of Europe, and had she regarded the treaties bearing ber signature na something more than mere "scraps of paper," it is clear that the great calamity which has overwhelmed Europe would have been avoided. Germany has made it impossible for any nation to place any confidence in her solemn pledges, and this fact must necessarily make the terms of settlement more onerous when the time comes for them to be dictated by the Allies at Berlin.
