We feel constrained to point out, anys the journa! named, that after all that has been said and done, the difference that divides the old aquality system which had operated prior to the intro- duction of the reduced freight rates over the Mukden-Antung Line last May and the new re- duced rates system bas further been narrowed down. The dif ference seems to us to be so very little that we are tempted to doubt whether it was really worth while discontinuing the discount rales system inaugurated at the initiative of Mr. N. Inazuka (then Director of the S.M.R. Co.), in- stead of simply perpetuating it.
