The serious situation into which the silk filatures of Shanghai bave been thrown as the result of the war has been receiving the atten- $tion of the Government for some time past, and an arrangement has now, bean formulated, and awaits final acceptance by all the parties concerned, for enabling. the filatures to keep going during the next few months, until the crisis is over.
