Destitute Chinese, However desiróne some of Chi- na'a most enlightened administra»“ tors may be of rendering encour to those who are unable to help" themselves, at the present moment. China is attempting to emerge stocasefully from a cloud of dif- ficulties that encompasses her Stil, if the same spirit on sym- pathy were awakened among in- telligent Chinese like Mr. Tong Swee Long in course of time a strong feeling of national sym- pathy would pulsate throughout. every community where Chinese foregather and such distress as is being experienced at present Chinese have already been known in national crises to rally together in a wonderful manner, and to loosen their purse stringe gener- ously. At this stage, when thou- Bande are out of employment and naturally sigh for the homeland, it ie well that the attention of the powers that be should be draw to the need for the relief of dis- tress and the promotion of hap- piness among the human derelicts now located in foreign lands.

H.M.S. Cumberland's Capture. It is unnecessary to add that their (the Emden, and Konigsberg's) achievements have been much more than counter-balanced by the operations of British oruisers not only in Eastern waters but elsewhere, H.M.S. Cumberland's capture of nine German abipe aggregating 31,000 tonamakes in itself a very good offast to the Emden's sinking of a dozen British ships, especially as British | warshipu see able to take their captures into British ports in all parts of the world as prizon of war, while German warabips have not a single port anywhere, into which they can take theirs, and consequently are obliged to sink them. We cannot suppise that either the Emden or the Konigs berg will have many opportunities of preying upon British shipping, now that the British warships recently engaged. in convoying troops from India to the theatre of war are probably no longer so employed, and we trust we may not have much longer to wait before we learn that the Emden, and the others as well, have been rendered incapable of doing further mis obief.

The Russians to the rest of Europe are at all times some- what of a mystery but that they have vast resources both of men and money is certain and it is equally certain that since their humiliating delast by the Japan- cse they have been doing their almost to bring both their Army and their Navy into a state of efficiency so that it might at least equal those of some of the Euopean power.
