Is that "moderate" speed that is to say, a safe speed? Apparently not, since the collision took place, and yet nothing is said about the speed being too

True, the Incemore was moving at the time, though she had signalled that she had stopped; but if she had been stationary and in the course of the Kaiser Wilhelm II, could the latter have pulled up in time to have avoided the collision? We doubt it. The judgment saya that some time before the colli- " sion the spead of the Kaiser Wilhelm II, was excessive. Will any action be taken against her on that account? There has been no indication that the Board of Trade intends to take any euch steps in the matter, even though its very moderate on-regulations have been broken. Again, in both cases the question

There is no mention of the sound signals at all in the Empress of Ireland report, but if the vessels could have commani- cated in some such way there is Overy possibility that the ac cident might have been avoided. Thus we see that on these two points (the question of speed and sound signals in a fog) the foding in the two collisiona shows that the rules are quite inadequate, and they will remain uo, with the frightful danger en- tailed, unless the Board of Trade realises that it is imperative to do something in the matter, and it will not do that unless popular feeling insiste that something should be done. But alas! the public remains spathetic.
