Chinese Opinion on the War, The wretched condition of China's weakness is referred to and especially the weakness of the internal government, whereby little improvement is seen in the people's condition, and no effect given to the people's aspiration. He, as a thoughtful writer, wisely urges the more intelligent part of the people neither to be elated at the fact of the great European war nor to be distressed about it. As a matter of fact, what others are doing need not concern China. primarily at all. What more pertinently concerns the Middle Kingdom is to really set her house in order so as to be able to protect her own dominions, and than it will not matter much to her what happens sa far as the issues of the European war go..
We think it is extremely un- likely that either party will wish ia the near future to meddle with Chins unless the latter acts foolishly, as she has often done in the past. That for the present can be left out of account. Whilst, however, no one can con- demn the advice that Chins should get about taking steps to protect effectually her own borders, thie cannot be done in a month, and meanwhile she is well advised to take extreme caution that her neutrality is beyond suspicion.
