and measurement by officers of law requiring survey, inspection, the United States of foreign-built vessels admitted to American registry under this act. This not shall take effect immediately. legislation Las been necessary because of the peculiar position ccupied by the United States with respect to all the prospective helligerents in Europe. In view of the fact that it is the intention of the United States to maintain the strictest neutrality toward them all, the requirements of the present law that foreign vessels must be owned, bona fide, by brought under American registry Americans will be rigidly en forced, otherwise the United States might be serio sly involved by the temporary trans- fer of foreign, vessels to the pro tection of the American flag. Another considération lies in the fact that American coastwise trade is confined by law to Ameri.. can bottoms, and it will be neces Mury to safeguard the legislation in this regard also. Disonssing the bill to-day, Kr. Underwood said: "This is not a bill to build up a great Ameriosa merchant narine, but it is a temporary dessure to relieve an emergency on-situation in the event of nations going to war. I hope, however,
hat it may stimulate sufficient. public sentimans in this conatry- to bring about the enactment of laws which will restore the mer. chant mine."...
