Instead they were offered trite expressions of pani- tencend thanksgiving and a discourse of platitudes, which, under ordinary circumstances, are but weak spiritual consolation to red-blooded patriots whose humes, whose country, whose dear ones and whose very lives are in joo- pardy. In the tempest of rage and hate that is sweeping over the world and whose vortex ia.in Europe, hidebound custom must be broken and a religion of humanity must be substituted for the humanity of religion. The Abolition of Likin..... One way by which this last difficulty might be avoided would be by a universal adoption of the system that was found to work satis factorily in Banan, whereby goods once having paid a commuted ilikin at the frontier are free to travel throughout the Province without any further demand on the part of the official. As practically every Frovince has its own Treaty port, the general Effect of such a system would be to make each Treaty port the head of a tariff one and the commercial capital of its own Province, and to enable these entrepots of foreign trade at last to fulfil their proper fonctions es centres of collection and distribu- tion of merchandise. The revenus, too, would still pass through the hands of the Provincial Authori ties and be available (ave for the quotum required to satisfy. Pek- ing's demande) for Provincial needs. Such a system would be far from perfection nothing can be altogether satisf olory that retains the principle of universal interpal taxation in addition, to the levying of import duties bar it would be a vast improve ment on the present haphazard procedure that literally invites those in charge of it to Hence, the merchants for their own private profit.
