Outbreak of War.
Meantime, the war, will he confined to Servia and Austria, but the situation is fall of alarming possibilities, and a European confict of a vast nature is not improbable. The piling up of armaments for years has not been without reason and perhaps. the reason is now about to be divulged. England has offered to mediate, and it is to be hoped for all concerned that she may not be pompelled to take a morasotive part in the conflict. To all Britons, however, it must be a matter of mach satisfaction to observe the high state of efficiency in which our Navy and Army are at present. The activity of the Admiralty of late indicates that secret informa- tion must have been communiöst. ed, and, acting upon it, the Navy is well prepared for any emergency that might arise. Every nation has much to fear in such a conflict as may now be impending, but the nations that are prepared, that are sure of the justion of the caase that has led them to make such preparations, are doubly fortified. In that happy position is England. She has built a mighty Navy to protect her world- wide Empire and that Nagy, should the need unhappily arise, will be used in conjunction with her Army for that purpose with oat fear of any combination.

Japanese Judicial System. As for the oharge of purchasing stolen documents, this is a risk which every journalist has torun. The Times did not hesitate to parohase the Parnell letters, though it was plain that if genuine they could not have been honestly. obtained; while, the copy of the" Berlin Treaty which Blowitz obtained for the same journal was certainly stolen. Even if Mr. Pooley was aware the documents were stolen, and this is by no means clear even now, be com- mitted a very venial offence which could hardly bring him, even technically within the clutches of the law in any European country. The whole case, which has aroused great interest in Japan,/exhibits in the clearcat light all the defects of the Japanese judicial system. Let us hope it will prove the last straw to break the back of a procedure which can only be considered as a relia of feudalism.
