The surplus of £288,000 in 1912, and of £282,075 in 1911, figure to-day, with other statistics, in official advertisements publish- ed in this country, as affording evidence of the State's prosperity. Thia, occurring many months after the less favourable figures of 1913 have appeared, dosa not scem quite a straightforward, use to make of statistics. Victoria's falling off is due largely to in- creased working expenses, caused by additional train-mileage re- quired by Government, to higher wages and price of fuel, &c. While the working expenses. increased in 1912-13, the groes fall off slightly. Had the rates of pay, obtaining in 1908.9, still held in 1912-13, the working expenses would have been less by $208,900 than they actually were. Although in former yeare much has been done in this direction; we do not find that any of the shrinkage last year in Victoria was due to a lowering of rates or concessions of this kind to the public,
