This distinguished officer, as Reuter informed us at the time, has taken the view that the building of any more battle- ships now will be a misuse of money subscribed by the citizens. for the defence of the Empire, as he can see "no use for battleships and very little chance of much employment for fast cruisers, For a long time it has been re cognised that the enbmarine-boat must take an increasingly import ant part in war, tactics, and there is no doubt that in those peace manoeuvres where war conditions are simulated the submarine-boat has taken a place of growing significance and success. But the storm of criticism which Sit' Peroy has raised in the columns of our contemporary would seem to show that the change he advocates now must be of growth, and not a volte face, and that the accept- ance of his view, as quoted, would be a grave danger to the defence of the Empire. It cannot be said that he has adduced convincing reasons for the complete change in naval policy which advocates,

The Chinese soldier is too ar certain a quantity at present to warrant much faith in him. In many places he is a terror not to evil-doorn but to the peaceful and the law-abiding. Of course, ha is not allowed to loot as he once was, but his remuneration sig small without, that privilege, and custom is hard to break away from, so that occasional outbursta and revolts from discipline may be expected. Until he is better paid nothing much can be hoped. from him. The existence of the White Wolf is a disgrace to the Chinese Army. Admitted it is difficult for troops to operate the country in which he works, the forces which have been dearatoh- ed to bring him to book should have been able to render a differ- ent account to what they have done. It la said that a certain detschment was put to flight recently by a man rushing into camp at midnight and shouting that the White Wolf was coming. This would suggest that the Chinese soldiers in pursuit of the White Wolf are afraid that they will catch him one of these days. Of course, there is good fighting material in the Chinese Army, but China has yet to train soldiers who will be reliable in time of war and in time of peace.
