RAILWAY FLOODED.

PLIGHT OF HONOKONG

Return to Kowloon After Ten

Hours Wasted. '

So badly flooded is one portion of the Chinese section of the Canton-Kowloon Railway that through traffic WAR stopped yesterday, and the afternoon ex- press train had to return to Kowloon after having got within A few miles of its destination.

The train left Kowloon at 3 o'clock with a big number of Chinese and some half a dozen European passengers. All went well until some five or six milos bayonu Tong Mai Station-about 16 miles from Canton-it was found that the permanent way was completely under water, and the train could proceed no fur- ther. The line. was under the water for about a mila and a half, and it is estimated that ut. "one spot yesterday evening the depth of water must have been about 20 feet. When the train came to a standstill some of the Chinese prepared to wade through the floods to catch the connecting train which could be seen on the other side of the flooded portion of the line, but they were prevented froin doing so by the railway' officials. Earlier in the day, we understand, wheu the flooding was so serious, several passengers from Canton were able in the way to get through.

It was about 6.45 pm. when the train reached the flooded section, and here it remained for some two houre, much to the annoyance of the passengera. Eventually it was decided to re- turn to Kowloon, which WAH resobed about 1.30 o'clock this morning. A special ferry steamer was alongside the pier to convey passengers across the harbour, It would be interesting to know whether the railway aathorities here knew

There will be no through trains to or from Canton to-day, but it is hoped that the service will be resumed to-morrow.

SHANGHAI MURDER TRIAL.

CASE FOR THE PROSECUTION.

Former Policeman Implicated.

Peking. Received July 11. The three Chinese charged at the Mized Court with the murder of Mrs. Neumann on January 23 are a former. policeman, a notorious robber, and a former Yangchow rioksha coolie.

The case for the prosecution is that the ricksha coolie And the policeman knew the ropes and called in two robbers, one of whom has since been executed for another crime, and then murdered Mrs. Neumann while her hu band was in hospital and the esrvants were out.

The police have also arrested the dead robber's con cubine, who gave valuable information, but when confront. ed by the prisoners she refused to repeat her allegations, pleading that if she did her whole family would be exterminated...

The finger-prints of the ex-policeman correspond with those on the safe which contained the jewellery. The jewellery has not been recovered although ilioro ia evidenes that come of it has been recovered by an upcountry official.

It would be quite easy for the coolie and the ex-police- man to know of the Neumanus' wealth, as Mrs. Neumann was often seen in the shop with her hande covered with jewels.

CHINESE TAXES.

PROTESTS REACHING THE LEGATIONS.

Peking. Received July 10. Strong protests are reaching the Legations regarding the increases in the likin and other taxes. It appears that the trouble began in Anhui in April, and has since spread to Chekiang and Kiangsu; it is feared that other provinces will, follow suit,

EDUCATION IN CHINA.

A BIG SCHEME CONTEMPLATED.

Peking. Received July 10.

A provisional order promulgates regulations for the formation and foundation of a fund for the encouragement ol education in Obins, commencing in the sixth year of the Republic and extending to the forty-fifth year.

The Government will create a fund of twelve million dollars at the rate of $300,000 annually, which will be ipcluded in the Budget.

The fund will be deposited at the National Bank of Obina and controlled by the Minister of Education,

Twelve hundred scholars will receive benefits from the fund to the extent of $400 annually, but only one- fourth of the fixed number of privileged scholars will ba elected each year.

THE MURDER OF MRS. NEUMANN.

Shanghai, Received July 10. Three Chinese were brought up at the Mixed Court to-day, charged with the murder of Mre, Neumann on Jan- uary 23. The arrests were made on information furnished by a former concabine of the leader of a large robber band at Yangchow.
