Shanghai Promoters Arrested.
Charged with Conspiracy to Defraud.
As our Shanghai correspondeat! notified by cable, Baron G. do' Mocar and H. L. Beechey, who recently appeared in . M: Dupreme Court in connection with the British and Belgian Industri- al Bank bankruptcy proceedings. have been placed under arrest, and on June 28 the latter appear ed before Mr. G. W. King iù H. M. Police Court, at Shanghai. There were two charges against the prisoner, as follows:
"Harold Lancelot Beechey; and Ghislund de Macar, being ovilly disposed persone, and wickedly dovising and intending to defraud aad prejudice certain persona, on October 5, 1912 nad on other days between then and November 30, 1913, unlawfully, did conspire, combine, confederate and agree falsely and fraudulently to cheat and defraud the said persons of divera... large. Alime of money; that is
to 885, in pursuance
of and according to the said conspiracy, combina- tion, confederacy and agreement, you did promote and register a certain ao-called bank, thereafter known and registered as the British and Belgian Industrial. Bank of China, Ld.; and did falsely pretond that such back was established for the purpose of doing legitimate business in accordance with the Memorandum and Articles of Association there- after communicated to the public. Whereas in truth and in fact the said bank was merely a fraudulent device for the purpose of obtain- ing money from Chinese and cthere, to wit: sech poraons as subscribed as shareholders and such persons as should be induced to make deposits with the said bank."
The accused was further obarged that, being entrusted in or about November 1912," jointly with Ghisland Macar and . other

with certain monors, to wit: $5,000 aud Tls. 4,000, in order that he might retain the same in safe custody and repay the same to the depositors, 0. C. Ching and U. C. Chung, fraudulently con- verted the same to the use and benefit of himself, Gisland de Macar, and others contrary to the Statute.
