Uplifting Education, China, with astounding sense, has realized that the menta horizon of even those of her son who have been educated abroad is but narrow and their adminis trative ability practically nil (and, now that the first blash of pride in a "foreign education " has faded, has come to realiso that the Young Chins from whom so much was expected has proved a colossal failure, and that the methods of former days, although adapted to suit modern requirements, are more suited to the necessities of to-day. A survey of the accomplishments of the average Chineso youth in the colony but emphasises the fact. that the education they have ao- quired is but superficial. How few amongst the present genera- tion can ba said to be successful from any point of view, and although one may be entirely in sympathy with the effort which is being increasingly made to educate those who sit in darkness, actual results must "convince ‘all but those who will, not see that education of the enperficial brand that is within reach of the aver BRO Chinese is not an unmized blessing.

CivilService, which annually costs Great Britain £57,000,000, No one will deny that on the whole, No. 1683 the Service bas done its work efficiently, but, notwithstanding that, it is of grest interest to know the result of the Commission's overhauling. The report, we now learn, speaks of the Service ay, "A competent, zealous, and apright body of public oflicers," so, it appears that no very serious abases have been discovered in the inquiry, which has leated for more than two years. The present report deals only, with park of the subject namely, the general Uivil Service, which includes eighty departments and some 60,000 persons, says the Tinds, The diplomatic and consular services and the legal department, |which are named in the terms of : reference, will be the subject of subsequent inquiries. The Post Office and the English Public, Record Office are also excluded from this report, having been relegated to special committees; and manual workers in the service of the Government do not come within the purview of the Com- mission.
