The Union Ended Mr. Redmond, in a statement in. Freeman's Journal, says nothing conceivable can happen to alter the fact that Home Rule is now an set of Parliament. Despite all the prophecies of evil, patience, discipline and mutual confidence had won the day. There was not an Irishman in the world bat would rejoice that he had lived to see the end of the Union of Pitt and Castlereagh and that ite place would be taken by a new Union founded on respect and goodwill.
ALBANIAN UNREST.
'INSURGENTS' DEMANDS.
London. Received Mar 26.
The insurgents at Darazzo have formulated a demand for the restoration of Moslem rule, or, it this is impossible, to place their destinies in the hands of Europe again trusting that a solution will be found in conformity with the Ottoman character of their religion.
Five hundred rebels at Kavaza tore up the Albanian flag and hoisted that of Turkey......
Count Berchtold, in a speech to the Austrian delegation, said Austria and Italy had agreed to interfere to the least extent possible in Albania, and that neither shall act separately.
BRITISH POLICY IN
#CHINA.
Ida third communication to the Observer Mr. J. O. P. Bland tells na that ever since the days of British policy in Palmerston China has generally been cha racterised by lack of continuity and definite purpose. It is as it our diplomacy, weary of well- being, had from time to time washed ite, hands of the insora. table Oriental. The later history of our relations with the Celestial Empire is an unprofitable record of elternating coercion and conciliation, of alarms and excur- sions, followed by periods of masterly inactivity, a policy of drift guided more by accomplish- ed fots than intelligent
by Anticipation of the possible developments of British interests Inconcluding Mr. Bland gives the following summing up :--
British Interests in China are concerned first and last, with the preservation, and development of animportant market. The first object of British diplomaoy should, therefore be by all possible means to prevent spheres
of influence being created under -conditions which trösten disori- mination #gainst British-trade. (The appointment of British Consuls to the newly-opened Mongolian trademart would erve, for axample, to prevent further misunderstanding se to our conception""" of """Ru

SALT SCHEME.
OBJECTIONS BY MERCHANTS,
Paking. Received May 25. Chinese reports say that the Changlu salt merchants secured an interview with the Director of the Salt Inspec. torate and demanded a postponement of Sir Richard Dane's proposals until they had consulted the Government. Mr. Chang Hu said that it was necessary to institute Sir Richard Dane's schemes as they were part of the contract with the Quintuple Group.
The Other Side.
Peking Received May 26, Sir Richard Dane, asked regarding the opposition of the Changlu salt merchants to his suggested reforms, ex plained that the merchants procure salt from Tongku at a coat of one penny a catty and retail the same in Tientsin at 48 cents and in Peking at 58 cents, which was URIBSSON- able! He added that the monopoly was interested, solely in high prices, whereas the Government's interests lay..in cheaper sale, which would cause the disposal of greater quantities, thereby entailing greater revenue, as the duty was on weight alone. He thought the situation in the Yanglaze was diferent, as the merchants transported salt over large areas and relieved the Government of much trouble and responsibility.
