CHINESE CONSTITUTION.
WIDE POWERS FOR THE PRESIDENT.
Pekin., Received May 1. The Peking Gazette publishes the draft of the omended Provisional Consțitation.. It states that the President as the head of the nation and the controlling power of the administrarion represents the Republic and in responsible to its citizens. He convokes the Lifayuan and may, with the approval of the Teanchengyuan, dis solve the Lafayuan. He submits all Bills and the Budget to the Lifaguan and in times of great emergency, when time does not permit of the couvcoation of the Lifayaan, the President may, issne orders with the force of law bat shall ask the Lifayaan's ratification of them at the next session.

The President bas sole power to appoint and dismiss civil and military officials, declare war, conclude peace, control the army and navy, declare martial law and make treaties, but he must have the approval of the Lifayuan if the articles thereof change territories or increase the burdens of the people.
The Lifayuon shall sit for four months in session each tur.
If the President holds that there are say great and important obstacles against the enforcing of any Bill he may withhold promulgation with the approval of the Teangchengyuan.
The final Constitution will be drafted by a coinmittee of ten elected from the Teangchengyuan, then it shall be submitted to the Citizens' Conference which shall be organized by the Provisional Constitution Amendment Conference and convoked and dissolved by the President.
