PREVENTION OF PIRACY.

[To the Editor of the Hongkong

Telegraph.]

Si-As piratical attacks on ships to and from this Colony, especially those trading between this Port and the Chekiang River are becoming more formidable and sorious by wir, frequency, I venture to suggest some steps which if adopted by the authori ties may prove efficacious for the Prevention of Piracy.

The law in this Colony relative to precautions to be observed by steam launches and River trade steamers for the Prevention of Piracy was enacted in 1900 and entitled the Steam Lanuch and River trado steamers (Protection: against Piracy) Ordinance 1913. These are the only Ordinances; relating to this subject. and they are inenllicient without the aid of the Police fore. for they only call upon ship' owners and their crew to take such precautions us are provided therein. These precautions to a certain extent, act as a prevention against pirates, attacking from sampans or juaks on the high seas and they aro observed and performed by all the shipowners and their crew.
