retain any doubt as to the abstract advantages tɔ bo gained by the use of oil fuel. I shall only touch on two points :-..

First, Lord Fisher points out that, after a portion of the oval in the bunkers has been used, it is noces ary to take men from the guns for work in the stokehold. This is particularly true of the balile oruisere, whose chie fquality is their speed. It is just for thie very reason that car own shipa are said to be short handed. They are also arowded on the mosa decks and there is no possibili of increasing the complements even if we had the numbers.

But men oinnot be expected to be at their best for fighting pur pocas if they have to ondare the wear and tear of stakehold" work s well. There is no doubt that The efficiency of the personnel would be increased is oil were to take the place of coal.
